Strengthened by their alliance with Britain, however, the Japanese believed that if war broke out, they could prevail. With world opinion on their side, on February 8, 1904, the Japanese launched a devastating surprise attack on a Russian fleet at anchor in a Manchurian port. The fighting spread, and the sea-and-land war as it developed was enormously costly for both sides. Two huge battles alone cost each side over one hundred thousand dead.

At length, President Theodore Roosevelt arranged a peace conference between the belligerents at Portsmouth, New Hampshire. There a deal was struck. But the hostility between them would play out over the course of two world wars.
